What is a better booster pack to buy Return to Ravnica or M14 Core set

I want to buy some packs but not sure which set is more profitable?

I say Return to Ravnica. Some stuff you can get:

Hallowed Fountain

Overgrown Tomb

Temple Garden

Steam Vents

Blood Crypt

Planeswalkers:

Vraska the Unseen

Jace, Architect of Thought

Other generic good stuff:

Sphinx's Revelation

Trostani, Selesnya's Voice

Deathrite Shaman

Angel of Serenity

Cyclonic Rift

Mizzium Mortars

There's obviously a bunch of other stuff.

Well RTR, has Deathrite Shaman 5 shock lands, Sphinx's Revelation and other things.

M14 has Xathrid Necromancer , Archangel of Thune , Kalonian Hydra ,

Moved to Economics (new forum).

Core sets are traditionally pretty terrible for value. They only contain a few money rares, yet have 200+ total cards. M14 in particular suffers because it doesn't contain dual lands. There are only 15-20 decent rares in the set, and they aren't all sought-after.

RTR, on the other hand, gives us Sphinx's Revelation , Deathrite Shaman , Jace, Architect of Thought , Abrupt Decay , Angel of Serenity , Rakdos's Return , Supreme Verdict , Trostani, Selesnya's Voice , and the shocks. There is more lasting value in RTR, and the cards are, as a whole, in higher demand.
