Why did Wall of Omens spike so hard?

Well, the simple fact is that Kiki-Chord, UW control, Gifts, and a number of other decks all run multiple copies of the card. Most of the time, it's a 4-of. Kiki-Chord and Gifts especially experienced a bit of a spike in interest a few months back when they were played on camera during SCG events.

But I haven't seen them consistently placing highly at events to warrant an almost 8 dollar price tag for an uncommon card that had a reprint in a duel deck.

You're not looking hard enough . It has being seeing a lot of play for several months at least.

Card has been seeing a fair amount of play since 2014 according to mtgtop8

To add to the point above, don't make the mistake that card prices are driven strictly by their performance in top decks. In fact, much of the playerbase loathes "net decks" so they'll go above and beyond to brew their own creations. Cards like Mistbind Clique, Glimpse the Unthinkable, Deathbringer Liege, etc. all command decent prices because of appeal that isn't limited to modern tournament results.
