I get that it has built in recursion, but it is also a 9 drop 8/8 with no other abilities.

Was it printed in a super rare set or something?

Yeah, it was printed in portal: 3 kingdoms. It was only released in eastern asia if i remember correctly.

Yeah, it's from the Portal Three Kingdoms set which was designed for the Asian market and was never released in North America and as such English language versions of the cards are super rare and consequently super, super expensive. See also Imperial Seal.

Yes, it only has one printing in 'Portal: Three Kingdoms.' P3K was released primarily in Asian nations, but there was a small release in Australia and New Zealand which is how we have a tiny handful of English ones. Pretty much every card that was only printed in P3K has a redonk price, and the 2 playable ones, Imperial Recruiter and Imperial Seal are most valuable and sought after. Ravages of War, Capture of Jingzhou, Riding the Dilu Horse, and the aforementioned Dragon either do something extremely unique or give redundancy in EDH.

the P3k stuff seems to get reprinted in a lot of the special sets, like FTV. It would not shock me if during these runs of "Masters" sets they decide to reprint a lot more of these cards.

Correct me if I am wrong, but everything on P3K is fair game to reprint right?

Yep, they are all fair game for reprint. I really think they should reprint a lot of these in Eternal master
