which one would you use?
Assuming this is for modern, the answer is shocklands 90% of the time:
- Fetchable - the most important one
- Can always come in untapped - quite important, but less so than 1.
Mirrodin lands should only be played in decks that require the fastest mana fixing (turns 1-3) and generally do not need more than 3 lands in play. Ie affinity or boggles.

What do you mean by mirrodin lands? Are you talking about the fast lands?

I'm assuming the fastlands, a la Razorverge Thicket.
Also the shocklands should almost always be in your deck. The fact that they are fetchable and will always be untapped if you need them is extremely relevant.
I would only run fastlands in decks that normally never need more than three lands, or one that needs fixing on the first turn.

The only deck in the format that prioritizes the scar lands over the shocks is Jund. It typically runs 4x Blackcleave Cliffs and 1x Blood Crypt. From there, it's got access to some copies of Stomping grounds and Overgrown Tomb. Part of the reason for this is that the deck sometimes uses up to 4x Raging Ravine, so it's got lots of G/R sources as is. It thus needs plenty of accessible R/B sources. Still, the primary reason comes down to lifeloss. The Jund deck runs 3 or 4 copies of Dark Confidant. Despite its low curve, that hurts.
In general, shocks > scars.
