if i have no cards in my deck then i get Dream Twist do i loss the game

No, you would only lose if you had to draw a card.

Chubbub is correct, you only lose when you have to draw from an empty library. Revealing cards from your library, putting cards from your library into the graveyard, and exiling cards from your library don't count.
