Is Rules Lawyer just too over-powered? I mean, you can't lose, your creatures can't die or lose counters, you just can't do anything against him.

But it says state-based actions don't apply to you or permanents you control, meaning him as well. So, he can't die via combat dmg, can't die via spells, can't die via... Anything I can think of

He says other permanents you control. Also, destroy and sacrifice effects aren't state-based, so they still work with him on the field.

You can kill him, he doesn't protect himself. Just get your opponent to zero until you can find removal for a 1/1. I've found that Mandatory Friendship Shackles go pretty late in drafts and there are a couple X/1s in the format.
