When is a Player Considered to Be "Enfranchised?"

A continuous debate in this game is whether it is better to appeal to new player or to “enfranchised” players (i.e., players who have been playing the game for a long time, follow the story closely, and are emotionally invested in it). I myself have been playing this game since 2003, so I consider myself to be enfranchised, at this point, but I wonder if there is an exact definition of when a player an be considered to be enfranchised.
I suppose that, after three or four years, a player is sufficiently familiar with this game and emotionally invested in it to be regarded as enfranchised, but I also suppose that an argument could be made that a player is enfranchised after five or ten years, since it does take time to invest in the game emotionally and to follow the story.
What does everyone else say about this subject? When is a player considered to be “enfranchised?”

Yeah, I would say it mostly has to do with the given player's opinion. If you think you're an enfranchised player, you almost certainly are.
Being enfranchised mostly has to do with a player's level of devotion to the game. And without a card to represent them, the easiest way to determine how many colored mana symbols a player has in their cost is to ask them.

The definition I would use: A customer one can expect to purchase newly-released product with a high degree of certainty.
Time one has been playing is an indicator, but not definitionally important. Clearly a player who has been around for years is more likely to be an “enfranchised” customer; but it’s entirely possible for someone to become enamoured with the game after their first purchase, and this become “enfranchised.”
