Why Did WotC Finish the Restless Land Cycle So Quickly While Leaving Other Land Cycles Unfinished?

WotC introduced a new cycle of dual lands, the "restless" lands in Wilds of Eldraine, and then finished that cycle in the next set, Lost Caverns of Ixalan, which was nice, as the players did not need to wait for very long for WotC to finish that cycle, but WotC finishing that cycle so quickly draws attention to the fact that they have left other cycles of dual lands incomplete, most notably the Horizon Canopy cycle and the "battle lands" cycle (i.e., Canopy Vista, Prairie Stream, and so forth), which I find to be very unfortunate, as I very much would like to see those cycles completed, at some point, and, as a side note, I very much would like to see Nimbus Maze be given a full cycle, as well.
What does everyone else say about this subject? Why did WotC finish the restless land cycle so quickly while leaving other cycles of dual lands unfinished?

wallisface, yes, those reasons do make sense, but I am still hoping for the Horizon Canopy and Canopy Vista cycles to be completed, at some point, because they are very useful and powerful lands.

They have reasons for all the things they do - anything said here will be entirely conjecture.
Some guessing could include:
they might have made designs for all 10 of these lands at once, and then as they couldn’t all practically go into one set, spaced them over two. This seems to be a thing that’s happened a lot over the last few years.
some cycles aren’t very popular, or make for weird play patterns. Wotc has no requirement to finish every cycle, and had little-to-no motivation to finish cycles that bring them no benefit.
some cycles are super popular, and its in Wotcs best interests to hold onto finishing these until they really want to push sales for a particular set.
