Delver stands out immediately to me. If you don't play it yourself, expect a lot of it. Probably some infect as well. The budget restriction will limit most people to only playing 1 colored decks. Perhaps death and taxes could be playable on a budget. Also affinity: Disciple of the Vault is insane.

I would second Delver or Infect. You should be able to pull off mono-blue delver, and if you need dome help with cards, let us know and I'm sure a bunch could assist you.

Ooh, also elves probably has potential. Green sun's zenith isn't too expensive and you can use a finisher that isn't craterhoof easily enough.
I'm starting to wonder if any style of control or midrange has potential. Aggro is much easier on a budget.

I was also thinking elves. It would be a little tricky, but the Imperious Perfect reprints would help a bunch I think.

Elves with Lys Alana Huntmaster, Wirewood Symbiote and Epic Struggle could be fun.

I'd check out Pauper decklists that are around. These have separate ban lists than Legacy. That means you get to build stronger versions of those decks if the only limits are the Legacy ban list and $25.
Cranial Plating is less expensive than Chromatic Star, for instance, but is soft-banned in Pauper because Cranial Plating was never printed at common. That means you can play a top-tier Pauper Affinity deck with stronger cards. That's not the case with every card in every Pauper deck, but it's probably what I'd look for.
MtG Goldfish has a bunch of Pauper decks with their prices listed. Stompy, Delver, and Burn are good starting points like others have said. I'm pretty sure you can play Boggles on less than $25 if you cut Utopia Sprawl. You could also add Spirit Mantle and Spirit Link. I'm not sure what you would play instead of Noble Hierarch or Deathrite Shaman.
To be honest, I'm not sure why your event isn't going to be just a Pauper tournament, rather than a $25 budget limit. It's something I'd bring up with the organizers that they should consider in the future. Pauper is a lot cheaper on paper anyway, due to printings.
You might also suggest Standard Pauper/Peasant where the only cards banned are rares and mythics. Or having a 75-card proxy Legacy event.

I would recommend Gifted Aetherborn instead of Dauthi Slayer. Aetherborn gives you a great game against opposing aggro decks. The price is a little higher, but definitely worth it.

Sorry. My bad. You are not playing colorless creatures.

Some kind of Aggro/Zoo or Burn decks probably are the best decks on budget usually
