I am building a Flash Protean Hulk deck for my small legacy play group, this is what I have so far. My budget cannot exceed 300 dollars. My playgroup does not care about the banned list.

Thanks,Sme4

No this format is for the legacy format not for random decks. Legacy is a competitive format with a ban list. What you described is nothing of the sort

Yeah, it's definitely more Vintage than Legacy, technically speaking. If you're playing with your friends, it'd be a 'Kitchen Table' format, for clarity sake.

Legacy with no ban list.. LOL! Literally just unrestricted Vintage. So stupid. Why even bother spending anywhere near $300 dollars on a deck for that format? I could build a deck for less than $100 that would be completely broken.

But for real tho, uh... I dunno. Play 4 Frantic Search? 4 Mental Misstep, cause obviously? 4 Strip Mine, because it's a strictly superior Wasteland? Can't really think of anything for Flash Hulk; would probably just be better off playing something else. Maybe Storm? Probably Storm.

KillDatBUG I think with Mind's Desire being the best thing since sliced bread, and unrestricted. storm is the best deck he can build.

lemmingllama gave some solid advice for playing the deck in Legacy. The only issue is that Flash is banned. There are still some decks built around Protean Hulk. This primer over at MtG Salvation is a solid example. You could also play mess around and try a more reanimator-style deck with Necromancy or Footsteps of the Goryo if Cabal Therapy, Pattern of Rebirth, and Natural Order are out of your budget range. Footsteps of the Goryo is also good in a Modern version of the deck (example found here).

Flash is also restricted in Vintage. A Gush shell with Merchant Scroll, Mystical Tutor, Fastbond, and the usual broken blue combo+control cards is probably the best fit. You wouldn't need moxen anyway because you'd rely on Summoner's Pact to go get Elvish Spirit Guide. Simian Spirit Guides also help play around Chalice of the Void and Sphere of Resistance.

You really need to check with your friends, though, about what format you guys are playing specifically and if there's a banlist. You don't want to drop any money on this only to find out your friends are playing Standard decks with Sol Rings and get mad at you for winning on turn one.
