Could someone share with me the strengths and weaknesses this deck has and how viable it would be to play?

The reason that no one plays it anymore is because it's super vulnerable to disruption, even more so than storm, it doesn't disrupt the opponent at all, as opposed to storm, it takes longer to combo off because you need to get "infinite" mana, unlike storm, and the ideal build is more expensive than the combo deck that you should be playing - storm.
I'm not saying that you personally have to play storm if you want this kind of deck, it's just the strictly better deck.
Strengths of high tide I suppose that storm doesn't have are... honestly none that I can particularly think of. If you get good and confident with it though, you'll definitely be 50/50 in every matchup.

I am not a fan of storm, there's alot of "paths" you can take with storm and with high tide it's pretty much linear, I proxied a deck to play test and I went off turn 2.

It's mostly worried about every single deck in the format, especially those that can apply a lot of pressure. There are also reliability issues when going off, specifically when you're casting Time Spiral and drawing your opponent a new hand that could have Force of Will and/or Flusterstorm in it.
Not liking Storm because it has more paths seems flawed. Deck flexibility is one of the main things to look for when you want to be successful in Legacy.

I mean, I would argue that Solidarity (Reset high tide) is in a better position than candelabra high tide. But it still has a major issue, in that it can't win against the best deck in the format (Miracles) and has bad matchups against a lot of the other major decks in the field. High tide absolutely has strengths that Storm doesn't, most notably that it can run counters. 3 forces, 3 flusterstorms, and potentially even remands or going up to 4 maindeck of each counter means that it's better against non-miracles control decks. The issue is that High Tide decks excel in a slow field. And the extent of the "slow field" in legacy right now is miracles, a nearly unwinnable matchup. Basically, don't bother playing High Tide unless you already have all the cards and wanna take it to a local event, or if you're Feline Longmore.

I just think giving the current meta and the decks you have to beat to win, High Tide no longer is viable as a choice, that doesn't mean you cant play it, just don't expect to win every game.

Its a fun combo deck if you like that sort of thing. It usually plays Candelabra of Tawnos but you don't need it so it makes it a cheaper deck to play. I like any combo deck is fragile but also being mono blue means that you can have access to a great counter package. I think it was and is a good deck and with legacy you can show up with a good deck and it all depends on the matchups you get.
