Just wondering, but what qualifies a deck to be budget in legacy? Much appreciated on an answer

I think that if you can build it for less than $400 it's budget in Legacy. But that's my opinion.

Budget always applies to your personal budget. It can range from 0 dollars (borrow every card) to infinity (around 100 000 dollars, realistically, for a sanctioned Vintage deck).

This site has budget legacy decks that are labeled as so. Look at them and determine if they are a good option for you.

Vintage is more realistically in the $10k to $30k range.

I concur with Fluffy. You can build a budget Dredge or Red Deck Wins/Burn for around $400. A more competitive built deck outside of those archetypes may be around $1,000. An average Legacy deck is around $2,500 or so.

Sure thing. Usually the most expensive portion of a Legacy deck is the land base. ABUR duals, Karakas, Wasteland, and The Tabernacle at Pendrell Vale fetch a pretty Lincoln. Pending the deck, JTMS, Tarmogoyf, Liliana of the Veil, and Dark Confidant are other salty cards.
