Cabal Therapy in Delver?

I just have a pretty simple, generic question that can be answered by someone with knowledge of the meta (because I have none at all, as I am brand new to the format...):
I've seen a few pro decks running up to 3x Cabal Therapy in sideboards of Delver decks (the deck I'm studying and building) and I'm wondering what function it serves. Is it generally used as a Thoughtseize type effect after using a Gitaxian Probe? Does it serve a purpose related to discarding something from your own hand? Lastly, would Thoughtseize be a decent replacement in the sideboard to perform the same function? I'm asking because I'm thinking about getting started with the deck running Thoughtseize over Cabal Therapy in the sideboard to make it more simple to play as I learn, but to make that decision I would have to fully understand it's function first.
