Dryad Arbor and Varolz, the Scar-Striped

Can you scavenge Dryad Arbor to Varolz, the Scar-Striped ? Memnite has a 0 casting cost which makes sense but lands do not. Are lands treated as having a 0 CMC?

Yes, lands do have a CMC of 0.

You can't scavenge Dryad Arbor with Varolz, the Scar-Striped . While it's true that the CMC of Arbor is 0, Varolz doesn't give a scavenge cost equal to the CMC, he gives a scavenge cost equal to the mana cost. This means an Arbor in the graveyard will have a nonexistent scavenge cost, and a nonexistent cost can't be paid.

For a similiar example of this concept, this is the same reason why using Snapcaster Mage on Ancestral Vision does nothing.
