For the Oath of the Gatewatch prerelease, are LGS's allowed to randomize who is in a 2 Headed Giant together? Am I randomly going to be paired with someone I don't know even if I plan on going with a friend?

As far as I know, and your LGS might be different, you pick a partner and the store only picks one for you if you come on your own. If the LGS randomised pairings, I could see a lot of disappointment in pairings, who wants to play 2HG without one of your mates as your partner?
