Sketching up conspiracy cube: suggestions?

I am sketching up a cube to use the draft matters cards and conspiracies from both Conspiracy sets. This will be a budget cube. Some cards will be 4-of, many will be 2-of, especially at common and uncommon.

Are there any cards I should absolutely look at for multiples? Are there any cards I should avoid altogether?

Garbage Fire and Regicide are awesome. I would definitely include 4 of each.
