Ugin connected to the fall of dragons?

So I was reading an article I forget which one but it said like the rise of dragons the fall of ugin the fall of dragons the rise of khans and another said the reason the dragons fell is because the tempests stopped coming perhaps (and it's a slim chance) but maybe ugin made the tempests and when he was killed the tempests stop?

It's certainly a possibility. It might be tied to something else though. We would need a timeline of events to further speculate, and I don't know of one that exists. All we can do is wait till it plays itself out.
