That's like trying to ask what creature is on Giant Growth . It's obviously some sort of nature mage, but that's about as close as it gets. It's not meant to be a specific character or card reference.
You obviously get connections and references on certain cards, as with Karn Liberated and Corrupted Conscience , but you won't see it often.

Psychic Barrier maybe? They used the Blue Phyrexian creature model quite a bit.

Just a blue Phyrexian. Could be Uulbrek (given the placement of the picture in this article -- read it, by the way) or just a generic surgeon.
