Can Mind Slash be a thing in modern ?

I was interested in possibly a good interaction with Waste Not and Gravecrawler to provide a player tokens or a continues Thoughtseize effect without loss of life. I already know based on mtgtop8 what the meta is like for modern . My friends and I like to come up with new inventive ways to play the format.

I like those ideas and I will toy around and see where it gets me. I didn't know Shirei, Shizo's Caretaker was a card lol it was before my time of entry.

I was playing around with that interaction since Waste Not was spoiled. If your going to do it I suggest mono black devotion. Add in some Bloodghast, Geralf's Messenger, Phyrexian Obliterator, & Gray Merchant of Asphodel. Hell, you can even go with Bitterblossom & Thoughtpicker Witch as well.

when you remove cards from the game will your opponent see what gets removed afterwards? face down pile or face up?

Since you will be assulting the hand a good addition would be rack effects - the three that come to mind are The Rack, Shrieking Affliction, and Quest for the Nihil Stone.
Other good critters to sack are Undying critters and Reassembling Skeleton since you have extra sacs through one critter bringing itself back multiple times. As much as I love Shirei, a five mana 2/2 that can revive only critters with a power of 1 doesn't seem to make that much of an impact to me. That being said,I love Shirei, and he can provide a huge swing in momentum provided he lives to the end of a turn, so I'd suggest 3. 4 just seems to many.

Endrek Sahr, Master Breeder Seems like he fits the bill of this deck pretty well.

Whenever you cast one your dudes, Endrek gets more dudes. Therefore, more chump blockers, and expendable fuel for Mind Slash. At 5 mana it's an investment, and 8-rack decks are pretty fast and don't usually have from for any card for expensive thant 3 mana.

Sounds like you answered your own question. Against other 'inventive' builds, it will work fine enough, but then again, most cards will. Interesting idea, honestly. try using Drainpipe Vermin as the creatures you sac, and use Shirei, Shizo's Caretaker to keep bringing it back, makes for a nice double-discard effect. kinda far fetched combo, but it looks fun.
