UW Tempo on a budget

Hi everyone, I'm interested in building a UW tempo/midrange deck. I've brewed this UW Tempo but it's still in a embryonic stage and I need some suggestions and impressions about it. As I wrote in the deck description I don't want to spend too much on this so cards like Snapcaster Mage or Jace, the Mind Sculptor aren't on my interest list.

I'd like to receive come advices of what is wrong and what could be changed/improved to make this deck viable at an FNM without investing too much money.

I like to use Mission Briefing as a substitute for snappy. Can’t block for you, but can get value the same way.
