What to Change to Make a Rogue Junk Midrange Build Tournament-Viable?

I've been working on this deck for a long time and I'd say the mana base is near-perfect -- however, I'm sure the nonland cards could be better.
The deck's centered around Smallpox, which I've been told (admittedly by people I've beaten) is not a good idea for consistent tournament results. Should I make Smallpoxing a devoted sideboard plan and restructure the mainboard significantly?
Additionally, I've played around with the idea of 1-drop noncreature ramp for a while and decided that Utopia Sprawl is my best bet. However, it also makes me more vulnerable to LD like Ghost Quarter (which, with the sensitive mana base, the deck already is). What are my options here?
I've also gone back and forth on the topic of finishers. I initially wanted something Smallpox-resistant like Wurmcoil Engine use to beat face, but then realized Baneslayer Angel is much more practical, and it makes no sense to Smallpox when she's online. Do you guys have any other card suggestions for me? Also, is two copies too many or too few?
