My meta is overrun with control, what deck should I build to counter this?

Jund, or Pyromancer, Terminus can be annoying against the latter but midrange decks like those are really designed, when played well, to bury the control player with 2 or 1's until the game ends. To that end I would recommend Mardu Pyromancer.

Phoenix might be good cause they can stop your phoenix, but you can keep bringing it back and the spells count on cast, so even if they are countered you may still get value

Grixis Tempo has an insane control matchup. Grixis Pyromancer Control is a very good list. Check out the matchup sheet there to see a detailed overview of how the deck fares.
Otherwise, Eldrazi Tron might be a good choice. Thought-Knot Seer into Reality Smasher with Cavern of Souls is extremely hard for control to beat. A timely Terminus can always save their day but Eldrazi are persistent and powerful.
Humans can be quite good. Always name Terminus with Meddling Mage .

If your meta is overrun with control then maybe some people are smartly cutting back on answers to less common or completely missing decks currently in that meta. Strain their sideboard options, in a control heavy meta if you find that sweet spot some of them will change their decks to fight you and then become beaten by their fellow control.
It's also possible to just keep playing your current deck just with changes to be extra annoying vs control, if you're presideboarded to fight control your chances go way up.
Honestly though, I'd just join the fun and play w/u, maybe w/u/r control myself and enjoy the most fun to play games of mtg possible in modern, control vs control. (maindeck Surgical Extraction is fun with snappy)

what is your current deck? it might be possible to just upgrade it a bit with things that don't care about control.

Anything really aggressive should do it. 8-whack, Phoenix or Burn are good decks to destroy slower ones.

Tribal decks, such as Humans or Slivers, can be pretty decent against control builds as they can abuse Cavern of Souls and Aether Vial . However, those are not particularly budget-friendly.
Green has a number of solid options that make control incredibly difficult such as Thrun, the Last Troll or Carnage Tyrant . Hexproof (or regenerate) are great against reactive control decks (i.e. decks that deal with threats after they hit the field), while Green also provides "can't be countered" against more proactive control decks.
Or, you can go for my personal favourite option, play control. Nothing says fun like two players locked in a battle to see who gets to play less Magic. (I've been told I have a skewed vision of what is "fun").
