'Best' modern deck investment?

I have a decently sized collection, and I've recently come into about 700 dollars. That, combined with card sales give me about a 1300 budget to invest in a modern deck.
I DO want a deck instead of individuals, as I want to get back into bigger tournaments (than just FNMs).
With those said, what do you guys think is the least likely to get banned + the most consistent/best deck in modern?
PS: If jund/abzan are really the best deck, let me know, but please also provide the second best, because I don't know if I can afford those :)
Jund or Twin are the some of the best decks for any unknown metagame and have been pillars of the format from the start.

Twin is great because you get Serum Visions, Cryptic Command, and blue fetches and shocks which will always be present in modern. Tarmo twin is a great choice because you get tarmogoyfs but that will be getting in to the upper end of your budget.

I've really been considering twin. Do you guys think Temur, grixis, or straight up twin is better?

I'm a big fan of tarmo (RUG) twin but i think that grixis is the more popular choice.

I think you should choose one of Affinity, Grixis Twin, or Jund. They are the most consistent players in the format overall. If neither of those playstyles appeals to you, the cards will also hold their value quite well and/or be applicable to other decks.

Merfolk. That way you get a deck that is top tier in modern and playable in legacy.

I'd go for Affinity, Twin, or Jund. Affinity is always playable as the fastest consistent aggro deck, Twin is the premiere blue deck, and Jund is also always playable. It's best to invest in the decks that aren't going anywhere.
If you invest in Jund, it's a cheap transition to Abzan.

Merfolk is fun competitive and well within budget to build it and another deck to boot.

I would say a grixis shell. You can change it to a lot of things like grixis twin, grixis delver, grixis control, etc. Once you get the lands out of the way, the rest of the deck isn't extremely expensive, with the exception of a few pieces.

June 100%. 50% of modern jund is legacy playable, and all the other cards that make the deck legacy are either not modern legal or banned. The conversion isn't even that expensive to legacy, just the dual lands, some hymns, deathrites and bloodbraids. Legacy jund isn't going anywhere, and while modern jund has had its ups and downs, it's only because cards that were oppressive got banned and downscaled it.

Either Jund or Grixis twin. These are both decks that will never go anywhere.

I would personally go for Twin, because it's a super fun deck. I would love to play it if I had that money. Plus you can kinda convert it straight to a decent Legacy deck for not much more $$.
