Moved to Modern forum.
Slivers aren't a deck in Modern. If you want a true tribal deck in any kind of eternal format, you need to look at the big four: Faeries, Fish (Merfolk), Elves, and Goblins. They're the classics, and they have plenty of support to make them playable. Unfortunately, none of the true tribal lists have been placing in Modern events, partially because of the dominance of Jund and partially because other decks in general just edge them out.

I'd argue that zombies are now as viable a tribe as any, surprisingly potent considering one of their key components, Gravecrawler , only started hitting tables a while back, while they're supported by a swath of removal and disruption. And they splash into WGU in terms of creatures.

My personal favorite; Elves. Elf decks generally run about 15-18 lands, which allows for more creatures and spells. Along with that, generally the elves can tap for mana themselves, or some elves give others that ability, so mana is almost never a problem, in fact an X spell or two would be amazing in Elves. Generally Overrun effects are what people love in elves, just because you're going to get HORDES of elves on the field (thank you Elvish Promenade for that), so you can swing for game with what was once weenies. Coat of Arms just helps in that.
I've noticed that Faeries do much better than i would've ever guessed... I don't run them, but a lot of people have and it actually gets kind of scary... Plus it's just embarrassing to tell somebody "Yeah... I lost to Faeries." They sound girly, but "Girl Power" is a serious thing now..
Merfolk are something that, if you leave alone for a few turns, gets uncontrollable. They use Synergy to beef each other up, and give each other Islandwalk, and then turn one of your lands into an island... That plus counter-spells... So yeah.
Goblins are definitely the most fun on table-top games, just because Krenko, Mob Boss makes me smile :) and if you splash in Blue, Intruder Alarm just makes it perfect XD same possibilities are required in Elves and Imperious Perfect /Llanowar Elves or any creature with Presence of Gond . Infinite tokens, but Goblins give the possibility of HASTE, so i view that as better.
Honestly, to say "Best" seems a little off. People have their favorites, and why they're their favorites. But after you learn how to play each one, you realize that they all have incredible capabilities. Honestly I'd say look through a few Tribal decks out there, or more specifically the cards (so you find cards that aren't in decks), and find which one you like the best.
Fun thing to start with friends; Tribal Wars :) Get friends to start off decks based around certain cards. Goblins, Elves, Humans, Merfolk, Faeries (they'll hate you for that), Knights, Dragons (good luck), Zombies, or even ARCHERS (I've found 1 Archer Tribal deck on tappedout.net, and it's just hilarious).

Bears, defiantly.
As cestdesconneries said, tribal wars is great. I will be trying Archers soon.

I should've mentioned just how aggro Goblins are... But the Archer deck was hilarious, it just kept giving the opponent's creature's flying, and shot them down. The funniest thing, haha. Deathtouch Archers

Now Epoch just cause you don't like Slivers doesn't mean you need to say they can't be a deck :)

I know they're somewhat new, but spirits have a pretty awesome lord in Drogskol Captain . I'm hoping that Wizards keeps printing good spirits after Innistrad.

Is there a page for official rulings on Tribal Wars? My card shop owner said that Humans can't be considered a Tribe, because there's over 25 variants of Human Sub-Types. I can find a single rule that states that.

saints4774, are there any Spirit Decks out there that you know of? I know Geist of Saint Traft would be a 4-up, but it sounds interesting... A lot of creatures would probably be from the Kamigawa series

Lingering Souls has been dominating modern. That and Midnight Haunting make a ton of tokens, then the pump that the captain brings adds up to a lot of damage each turn, not to mention Saint Traft. As a tribe, I'm not sure how well spirits would do in tournaments, but I run a UW Spirit control deck. As soon as I post it I'll list it on this forum.

Well just remember; For a Tribal Deck to be legal in Tribe Wars, you need at least 20 creature cards of the chosen creature type. Haha. But yeah, definitely keep us posted

Faeries are even more annoying now than they were when they were in standard, if that's possible.

Maybe Spirits weren't meant to be in Tribe Wars, because of their colors and preferred deck style of control, but they are still very good. Here's an alright deck of mine that can be Modern legal with the replacement of Ponder s and Preordain s with Serum Visions and other draw cards. To be clear, if I had 4 Geist of Saint Traft , they'd be in here. Flying + Hexproof + Draw + Exile = Angry Friends.

RDW Goblin is pretty powerful in Modern right now! you have Goblin Guide who is a true beast!

Goblins have to be my favorite, not that I have run many others. I started playing magic initially with a goblin/dragon deck and have loved them ever since. Goblin Grenade and Goblin Arsonist combine for one of my favorite two card two mana combos.

My favourites are Angels, Dragons, Giants and Knights. I play some Goblins, however mostly in my Dragon devour deck.

It really depends on what kind of deck you like playing. If you like aggro, Goblins are the way to go. Faeries are more efficient in a slower, more control-oriented build. Elves are good if you like ramp and swarming the field with creatures. Most Elf decks will win by pumping with Ezuri, Renegade Leader as much as possible. Merfolk are more midrange-y, preferring to utilise a bit of control whilst building up a large battlefield presence with lots of Lords.

Soldiers!!
I don't think they were mentioned yet. They are fun with first strike and vigilance; also there are lots to choose from for a very customizable deck.

Slivers are best tribal period. Their synergy is incredible, their numbers grow quickly, and if you aren't careful, will end up in death quicker than you can analyze what is happening
