Hmm,.. Clone Legion might be a fun 1-of in the sideboard of tron. Plug it in vs aggro :> Kind of a heavy blue cost but that'd work in blue tron.
See, the problem with that strategy is that if you copy the opponent's board state, not only do THEY still have threats, your threats are by definition not better. If you get to nine mana in tron against aggro, you're either about to die or you've got the game. This card isn't going to win you the game and it isn't going to stop you from losing. At least, it won't stop you from losing any better than an Oblivion Stone or Wurmcoil Engine, both of which cost less mana and do a better job of stabilizing you. If the opponent has a powerful boardstate, you don't want to pay 9 mana to copy it, you want to pay 8 to wipe it or 6 to stabilize life total while providing a blocker and a threat.

Clone Legion doesn't really help your board position at all. You want to either reset your opponent's board and then win, or put out something that can win itself. This is not the card for it, and probably shouldn't be used in Modern except for some kind of exceedingly janky combo.
Clone Legion shines in EDH, where you can target the player of your choice and run with it. You will likely have 9 mana by the time you would want to cast this.

Yeah that's not going to see any modern play anywhere. For 9 mana you could be casting... well, you would just rather cast Ugin, the Spirit Dragon and wipe their board instead of copying it.
