Does the new card Scourge of Skola Vale have a place in a deck like birthing pod?

casual or modern?
it really doesnt have any place. It has to tap to get use from it's sac ability so doesnt really give you any benefit towards combo.
it also comes in as 2/2 which is worse than pods 3 drops like Kitchen Finks and doesnt have any ETB effects that would give you advantage like Harmonic Sliver or Orzhov Pontiff

It would be good with Finks and Township, but is off curve and is slow. Probably not, but that art is so nice...

I've been trying it in casual BUG self-mill deck. It's worked fairly well, especially in conjunction with Armored Skaab . It seems a little slow, but it's worked pretty well for me so far. It's especially fun to eat a creature enchanted with Nighthowler .

Not really for competitive modern, I mean there is a place for it, but there is no room for it. There are things that work better in the meta for pod than this does. That's the only reason. For example, I would rather have Scavenging Ooze than the Scourge of Skola Vale instead.
In casual, you could do it though.
But I would rather run this in RUG build that takes the other opponents creatures and eats them. It would be so much fun I think.
