Ive never played the deck before so I do not know the main goal of it but I know it is strong legacy. Is it strong in modern and if so how and with what cards?

There are a few dredge hosers kicking around, so many that I'm not sure how viable it is. That being said my deck Life From The Stinkweed Scholar's Birthing Ooze is a Dredge combo deck that I find to perform fairly well in testing.

Its very powerful if it works but as Jminute14 said graveyard hate (the graveyard is essentially your hand) is running around and when you hose dredge it doesn't do anything.

With Tarmogoyf , Stinkweed Imp , Scavenging Ooze and friends, dredge is very viable in modern.

I think Modern's version of Dredge is Living End . It preys upon metas that don't plan on facing graveyard strategies, much in the same way Dredge preys on the Legacy/Vintage meta.

Without Dread Return or Golgari Grave-Troll , playing a deck based on the dredge mechanic is quite difficult. The only deck I've seen played competitively in Modern based around dredge itself is Aggro Loam. With four copies of Life from the Loam , that deck can take full advantage of Seismic Assault , Worm Harvest , and Raven's Crime .

The actual Dredge deck with Faithless Looting and dredge cards is called Dredgevine, and it's a generally poor deck. The engine is a little too weak and slow to really get going, mostly because Golgari Grave-Troll and Dread Return are banned. Taking away the best dredger decreases consistency, and the Vengevine package is cool but also inconsistent. Synergy-based decks like that are susceptible to the linear hate available as well.
