Could kiki reanimator possibly work in modern with whip of erebos? Whip back Restoration Angel flicker whip then whip back kiki then combo

Also would Purphoros, God of the Forge and Restoration Angel Flickerwisp be instant win?

The Flickerwisp and Restoration Angel doesn't work that well, since Flickerwisp keeps it exiled until end of turn.
As for your idea on this deck, honestly, you should try it, it's definitely worth a shot.
However you do need a way to get things in to the yard, so, imo, it's looking like a four or five color deck, and it isn't looking like it will excel in any particular area.
But don't take my word for it, make a mock up, and try it.

But during the end of turn step can it not go never ending?

Im going to go with no, because the end step has already begun.
Flickerwisp returns it at the beginning of the (next) end step, not during.
So you wouldnt get the angel back until your opponents next turn.

For your 2nd comment:
No, the Flickerwisp exiles until the end of turn, having a Restoration Angel come in and blink the Flickerwisp would only result in a creature exiled until the end of the next turn. However, having a Purphoros, God of the Forge and 2 Restoration Angel s would be instant win.

I think you'd be better off just running a kiki pod list. Using Whip of Erebos will be far too slow to actually get things going to rely on it. Just the kiki-resto / Zealous Conscripts interaction should be enough to rely on. Then add Birthing Pod to find all of your pieces, as well as give yourself the option to tutor out a toolbox of creatures.
I'm sure that some sort of Dega Reanimator strategy exists (Heck, look at the goryo's vengeance deck), but I believe that there are both better ways to do reanimator, as well as better ways to do kiki shenanigans.

I agree with what has already been stated. Y would u use Whip of Erebos as an engine when Birthing Pod exist.
My main argument on this has also already been stated. Whip of Erebos adds an extra step by requiring u to put ur creatures into your graveyard where as Pod they only need be in your library, not even ur hand.
In addition, most decks in modern that could run Whip of Erebos run Sword of Light and Shadow on the SB instead.
That being said, if u build ur deck Immortal Coil is a thing and I think it would be awesome to include.

Plus Flickerwisp curves quite well into Whip of Erebos
