Why doe mono-U Tron use the Academy Ruins + Mindslaver lock versus other infinite turn engine? For example, Panoptic Mirror + Time Warp . Is it just because the land is least likely to be disrupted?
I'd like to add from experience being on the receiving end of the mindslaver lock its a lot funnier to die from.
My favorite was when my friend used a goofy combo deck he was trying out, couldn't get it to go off ever and then he plays against U tron they mindslaver lock him and they combo off his deck on him.

Also forgot the big one: Slaver lock doesn't deck you. You ALWAYS draw the Mindslaver, EVENTUALLY you run out of cards with Panoptic Mirror. Yeah, you could eventually draw a kill condition but with Slaver you don't need one.

Also, panoptic mirror is subpar by Itself. Mindslaver is still a strong card.

Also, you aren;t getting infinite turns, they are losing infinite turns. The combo is also way more consistent.

Mindslaver can be disrupted in specific circumstances, or when you try to go off with it, but generally it never fails.

Why is the lock played anyways though? It needs twelve! mana to work.

It's because of that partly, the land is less likely to be hit by hate. However, Its also because the slaver lock is a two card combo in which both pieces are fetchable (Mindslaver off Treasure Mage/Fabricate and Academy Ruins off Expedition Map) where as they have no way to tutor for Time Warp. Most importantly though, HALF the reason that the slaver lock is as effective as it is is that when you go to activate Academy Ruins at your opponent's end step you STILL control their decision process. It basically makes it pseudo uncounterable and/or impossible to respond to. You COULD play the Panoptic Mirror lock its just not as easy to pull off and doesn't actually do anything for the deck unless it goes off.
