I'm new to magic and I was going to build pod as my first deck but they banned it any suggestions on a new deck
Agreed. Standard constructed is where I started after the precursory: "holy shit this card is awesome I'm gonna buy 17 of them I don't care how old they are!!" stage. Haha. Sealed is now my favorite way to play, you get cards and you get to build. It isn't how much money you have...it's how good of a builder you are and how lucky your pulls are. :p

Standard rotates out and I'd rather spend money on a deck that I can play for a while. Its gonna be a project deck and take several months to build.

Infect would be a cheap and powerful way to get started. I like 8-Rack as well...but it isn't exceptionally competitive. Are you looking to dominate tourneys or kitchen tables and FNMs?

Standard also tends to have very cheap, single focus decks that can do well if your opponent isn't fast to stabilize. They're typically aggro decks with cheap, 1-2 drop creatures, with more cheap 1-3 drop enchantments/instants/sorceries that pump and make it harder to block. If you're opponent hasn't completely pimped out their deck or they keep a slow hand, these fast, gimmicky aggro builds can actually do pretty well and can be built for like 30-40 bucks since they're mostly commons/uncommons.

You should also look into more simpler decks first; going deep into decks that are a little more challenging to pilot might discourage you from playing or make you lose more games.

I'm looking to win tournaments and spend in the hundreds.This deck is basically gonna be my reward for quitting cigarettes. I'm gonna use the money I save to reward my self by buying cards for the deck for every milestone I reach

Mono colored decks are the best way into the format. Burn is competitive and cheap, but aggro normally wins in one form or another at my LGS. Stompy is cheap and so is infect. Zoo is fun but more expensive due to needing the shock lands. Me personally, I would look up stompy devotion lists that do big fun things like this:sample fun stuff

Seeing as how you look serious about modern, there's a modern primer in the featured here. Look through that, then, look for individual primers on most of the T1 to T2 decks. Not only will that help you choose, but it will give you some knowledge of what you're up against. I would suggest you choose a T2 deck that can be built cheap that you can play now, while you choose and build whatever tournament worthy deck you set yourself on. A good deck helps you win, but it doesn't replace that priceless gameplay experience.

I have a decent grasp on how to play and I use my friends decks at tournaments.I placed 4th in my first .and was a heartbreaking game 3 loss away from 3rd in my second.I also play m13 on Xbox a lot to get better.now I wanna make my own deck a good deck that I can get better from playing

Well, if you want to really learn the format with a deck that will grow with you, 8-Rack is nice. The deck's success greatly depends on knowing what to take from your opponent's hand to keep them from stabilizing, thus you'll need to learn how to recognize an archetype based on someone's opening hand or what they discard and learn what cards to take to prevent a loss. As far as modern decks go, it can be built relatively cheap, but to go completely competitive, a playset of Liliana of the Veil will set you back quite a bit, of course she's got nothing on Tarmogoyf in that respect. But I know a lot of places have a "4 proxy" rule, meaning you could proxy a playset of something and still play in FNM and such.

Not any time soon. It was getting better and better with value creatures that come out every set release so I doubt it'll leave the list. Siege Rhino kinda pushed it over the edge.

no. wizards stated in the banning that part of the reason that they banned it was because it only gets better over time

If you're new to Magic, I recommend trying Limited or Standard first. The cards are much more accessible (if you play Limited, you get the cards as part of the buy-in), and there isn't the same level of competition.
Modern can be expensive and intimidating if you're just starting out.
