Oboro is for Sundering Titan's effect which requires the destruction of a land of each basic type but Oboro does not have a basic type so it survives in case its your only blue source. Also, Oboro can be returned to the hand and used again if you need another blue mana and its about and its practically a better island in this deck (except against Blood Moon and land destruction of course but usually all land destruction is aim for the tron lands and you run other islands so its perfectly fine). That is why its played as a one of in U Tron. :3

Pretty much everything Blizzicane said, the bounce-and-replay "filtering" part for an extra blue is surprisingly relevant. I've also bounced Oboro to hand in response to Liliana of the Veil's +1 ability to protect a card in my hand.

It is basically against LD and for Sundering Titan.

Also, when one has copious amounts of colored mana Oboro can be bounced to cast UU sideboard cards.

I would assume it's in there because it's ability prevents it getting blown up by land destruction effects. However, I don't play mono blue Tron so take my advice with a grain of salt.
