Meh, it does too little.

There should be a card that punishes players for scrying. That might be worth a SB slot or two... or not.

It would take ages to do anything and the opponent would have the choice of taking the damage because they could just not fetch. Also it's 2 mana which puts it in range of counterspells.

Ya I don't think it has a place in competitive magic; but it would be fun to build a casual deck around though that forces your opponent to shuffle.

If you're trying to punish fetch lands, I like Squelch; which is more versatile because it can hit man-land activations, planeswalker abilities, and creature abilities; not to mention you get to draw a card.

Squelch is a fun card, but without Snapcaster Mage one use is pretty underwhelming.

jandrobard Squelch is worse than Shadow of Doubt for the purposes it is used for. It's also not preferable to Suppression Field.

Trickbind is a fun one in that manner. It doesn't replace itself but it does get triggered abilities, which can be big. And split second is cool
