what makes Remand better?

The card draw. Remand is pretty much THE BEST tempo play at two mana because of the card draw.

Delay gives you 3 turns to come up with an answer.Remand draws you towards a long term answer.

so for my tron deck Delay will likely be better as it gives me time to tutor my Platinum Angel with Treasure Mage or Fabricate

Remand will be better. It can just time warp them and dig you into any of those cards.

Even before I came across this discussion, with my limited knowledge of the modern format I know the general consensus was that Remand is better than Delay but I don't understand how it's strictly better. Remand does draw you a card but it puts the spell back in your opponents hand. That means if it's really something you really need countered you have to either have a real answer to it already in your hand, draw it off the top, or win the game next turn and if you already had an actual answer to it in your hand then you probably would have used that as to not risk any shenanigans next turn when they recast it, right? That basically means the next card, possibly 2 if you get a turn before your opponent can recast it, has to be what you need . Delay exiles the card and puts 3 suspend counters on it. That means you will get 3 draw steps to find an answer or win the game plus any extra cards you can draw before then, plus you know exactly when the spell is going to be cast and can plan accordingly better. They both have the exact same mana cost so what exactly is it that I'm missing that makes Remand strictly better than Delay ?

@ abenz419 it's all about tempo. Let's say your opponent has 5 lands and casts Doom Blade . You have Remand and Spell Pierce in hand. You use Remand and Doom Blade goes back to the opponent's hand and you draw a card. So then Doom Blade is cast again. Now you use Spell Pierce and Doom Blade is countered for good. And your opponent only has 1 land left to use.

Now, try that with Delay and it doesn't work. Not only that, but three turns down the road your opponent is casting that Doom Blade for free. Remand is better because it keeps the pace of the game in your favour. Furthermore, you're not getting that initial cantrip. You have to wait to draw. Sometimes, what Remand draws is the answer you need.

Remand cantrips, which is very relevant. Instead of trading 1 of your cards for a delay, you are trading nothing for a short delay.

Remand is also played when you need the cantrips for tempo or combo decks. If you want a hard counter, try Mana Leak. People can rarely pay for it. And like Delay it delays all the important cards till turn 7 while being a hard counter generally before that.

I think delay is better for a deck heavy in tutors for anything it needs though

@ tyforthevenom I'm not sure what you mean by that.

I mean for example my tron deck has 4x Expedition Map 3x Treasure Mage and 3x Fabricate using them i can win in the time of suspend and its unlikely there will be a game i dont have one of them
