I've never heard of this Sensai's Devining Top before. Was it banned? I don't remember ever seeing it banned. How good is it compared to Sensei's Divining Top?

It's slightly better. It costs 
, but has:
Tap, destroy target land,
1, untap, target creature gains protection from the color of your choice until end of turn
Tap, counter target spell unless the opponent says April fools 5 times fast.
