Is Shrine of Loyal Legions too slow for Modern? I see it in a few BW token deckslists but you really get nothing for the investment immediately and then it's another 3 to get any value out of it at all. It definitely has the potential to be a powerful play, but unless it hits early and you have the right hand to fuel it I think it would be eh at best. Or is this a gem that I just don't see the right way?

Modern is the wrong format for it. It's a cool card for EDH, but it's otherwise just taking up card space.

It's what people use in B/W Tokens when they don't have Dark Confidant, Bitterblossom, Pack Rat, or some other viable two-drop that costs money.

It's not even just that it's too slow. It's also just a bad card in general.

sylvannos Bitterblossom and Dark Confidant are both pretty terrible in Tokens. It is a control and not an aggro deck and the lifeloss from both is too much.

magicnerd0815 is correct. And Shrine of Loyal Legions just isn't deserving of the 2 cmc spot; you'd rather play a tidehollow, anthem, Raise the Alarm, anything really. It might deserve a spot in your sideboard if you have a very control heavy meta, as it is actually quite good against control decks. But that's all it's good for really.

No need to be rude. I see what he's asking. Well, voice is a great card, but for what b/w tokens needs, Tidehollow Sculler does the job better. We simply cannot compete with combo decks in terms of speed, and sculler does an excellent job helping us race. It's useful in practically every other matchup as well. Splashing green just doesn't really benefit the deck enough to warrant the color. And as good as voice is, b/w tokens needs to have more of a focus on control through hand disruption as opposed to the aggro potential that voice brings.

What are the cards tokens hates seeing the most SB'd against them? Engineered Explosives and Ratchet Bomb anything else that makes things a pain?

Illness in the Ranks is a major pain in my ass, but Ratchet Bomb, Engineered Explosives, Pyroclasm, and various other field wipes are more common things that we are sideboarded against. Burrenton Forge-Tender can be used to protect against Pyroclasm, and we have Stony Silence for Engineered Explosives and Ratchet Bomb. Sundering Growth can take care of Illness in the Ranks.

Typically when someone responds with a ... At the end of a sentence it usually means either exasperation or condescention of some sort. It very well could have been me misrepresenting your words as well. That is a rather unfortunate flaw in nonverbal communication. Apologies if I misread what you meant.
