Is there any good simic deck in modern, i've been wanting to make one, but i don't really have a good starting point, except my standard deck, which didn't function very well? Any ideas?

i'd like to keep it budget, and i own 1 Breeding Pool and its my only card over 10$, and i really love pulling off a weird interaction after shutting down my opponent with control, so control/combo

Short answer: No.
Long answer: No. But you could probably make a solid Tier 2 control/midrange deck in those colors. I don't know of any como in those colors, you'll have to do some research there.

Prime Speaker Zegana + Laboratory Maniac it is.
My first question is how much are you willing to spend on individual cards? The first recommendations that come to mind for these colors are Cryptic Command , Birds of Paradise , Scavenging Ooze , maybe Remand , etc. Would any of those be within budget for this deck?
I would suggest focusing on a hybrid midrange/control deck centered around Prime Speaker Zegana , with just one or two copies of Laboratory Maniac as a secondary win con if you want.
This will allow you to build a pretty straight forward midrange deck that ramps into fatties and controls your opponent through counter spells.
Mana Leak and Beast Within are probably the best disruption options for your deck that is still very cheap. I recommend those in particular because they will help you deal with a variety of threats.

i can get the Beast Within s and maybe the Birds of Paradise , and I already have the Mana Leak s, but anything more than 5$ is a bit much for me.

I would say probably Simic Ally Mill with Halimar Excavator and Jwari Shapeshifter , for something that can be effective, and is nice and budget. The allies are really cheap, and can provide you with alternatives should your main situation not work too well. Then you have access to some powerful game ending cards that react with the allies ETB effects. Doubling Chant and Primal Surge both are good to consider. Then you have the Weird Harvest tutor, which works really well with Harabaz Druid . Your dual tutor/counterspell, Muddle the Mixture is also a really nice inclusion. The rest is for you to search on gatherer.

I have a Bant ally mill deck that I play casually, and I gotta say it's my absolute favorite casual deck.
I would be sure to run Sea Gate Loremaster , Umara Raptor and Oran-Rief Survivalist in addition to those already listed. They're cheap and effective allies for the deck. They're also some of the only other allies in those colors.
The deck has a hard time dealing with heavy removal, so I would build with that in mind and include Dispel and/or Spell Pierce in the main or sideboard.

Following up on EvenDryke's post, Simic Charm , Ranger's Guile , and Mizzium Skin help with removal as well. Mizzium Skin is actually really quite useful if they through a Pyroclasm or an Anger of the Gods at you.

Fetchlands allow for you to play any number of colors, while maintaining a consistent mana base. You'll have to give a bit more info than just "Any U/G decks in Modern?" What's your budget? Do you like aggro, combo, control, or midrange? Do you own fetches and shocks already? etc.
