The Wizard of the Damned is planning on taking on other wizards in modern. Thy wizard has to ask thou if milling other casters would be a viable spell deck since so many tomes are written that are powerful at destroying casters' minds

It might do better than you suspect KevinBasham, no one would suspect someone to play it so they would possibly be caught off guard by it so you never know till you try,

Hahaha, mill is definitely not better than I think :P - though it is fair that it be attempted.

Just be careful of dredge decks... plus there are a couple of mill orientated combos.
Bloodchief Ascension and Mindcrank which will later be replaced with Duskmantle Guildmage and Mindcrank to name a couple... you just need to make sure you pull it off before you get disrupted/killed by all the strong aggro, control and combo decks out there designed to win by turn 4...

A fun combo for mill is Grinding stone and card:Painter's Servant there us also Mesmeric Orb and Dreamborn Muse good times to be had by all

If I'm understanding your post correctly...
No, mill is barely viable against any well-made deck, even in casual. I recommend net-decking if you're new to modern. People can spew about creativity all they want, but it would have to be some truly excellent mill deck with tech that nobody has yet thought of.
