Uses for Remand?

Hey, I have a quick question about Remand . (Quick aside: I'm new to Modern and just built my first deck, MonoUTron. As I've only been playing Standard and Limited for the last year, I'm unfamiliar with some of the older cards best uses.)
On to my question: obviously Remand can be used to counter an opponent's spell, but is it best used to counter your own spell so that you keep the spell and draw a card for two mana?
If you're kind of new to Modern, then you may not understand just how hugely important tempo can be in the sorts of decks that would play Remand (like UWR Delver and Merfolk). It really is just as simple as that...early, it's almost like a Time Walk on your opponent. He has the cards in hand, but he can't play them until a turn later.
Of course you have to spend a turn setting up the Remand , but since you get the extra card off of it and since you're probably playing a cheap deck, it's still a big tempo gain for you.

Remand is great for tempo. I run four with my arcane laboratory deck for legacy. Still havn't built a non-token modern deck though.

Remand + Isochron Scepter = Awesome card advantage and spell countering.

Remand feels really good when you reveal it turn 2 off a Delver of Secrets Flip trigger or you use it to protect Mr. Traft.

And Remand is used in combo decks like Scapeshift and Splinter Twin combo decks.

It's a tempo play against your opponent.
The play you described is cute but forces you to play off-curve and lose a lot of tempo.
