What is considered top tier in modern?

Does Living End , Elves, U/R aggro, rakdos aggro make it up there ? Don't hate me I don't really know the format all that well.

I would consider tier 1 to currently be Abzan, Naya Burn, Affinity, Twin, and Delver variants (the best are Sultai and Grixis at the moment). Tier 2 consists of Gruul and Blue Tron, Merfolk, Infect, Bloom, Jeskai Midrange, and recently Collected Elves has been popping up everywhere. I would consider it a Tier 2 deck.

This is what I consider it to be:
Tier 1: Burn, Affinity, Abzan, Twin
Tier 1.5: Jund, Delver, Merfolk, Bloom Titan, Jeskai Control, RG Tron
Tier 2: Elves, Goblins, Living End, Ad Nauseum, Infect, U Tron, Zoo, Scapeshift, Podless Pod, Gifts, Bogles, Hatebears, and Faeries
If you are looking into Modern, I would start with Goblins, Burn, Infect, Living End, Bogles, or Elves. The rest cost more (although Burn does cost about $400 nowadays, but the legacy variant is similar).

Ok I looked at your links ChiefBell I think I am going to continue using elves in modern. I thought American control beat out Naya burn?

American Control does less in the current meta and basically folds to Naya Burn. It's very much lost its home in modern.

All of those in the current meta are considered Teir 2 or lower at the moment. Teir 1 pretty much looks like Abzan, Naya Burn, Infect, Twin etc.
