If i were to copy reverberate with twin cast or vice versa would it create a loop that would cause my grapeshot to hit for... ONE BILLION DOLLARS

I'm not looking at the cards right now, but I believe they say "copy" target spell, which would not count toward storm count since storm only counts spells cast.

You wouldn't actually do anything. Reverberate and Twincast both only create copies of spells. Those copies aren't cast; they're simply created on the stack. Storm only counts about spell casts, so it won't care how many times you copy Reverberate and Twincast .

I thought storm was the stack that would resolve after it

I'm slightly confused by what you just said.

There are no separate stacks. Everything is on one stack. That doesn't matter here, though, because Reverberate and Twincast don't instruct you to cast the copies. The copies are simply created on the stack, so they don't increment the storm count for the turn.

No, storm counts how many spells have been cast that turn. Not how many spells are on the stack underneath it (at least I think that's what you meant)
