Why does Tolaria West get played over Sylvan Scrying

In the amulet combo decks, I get it's more susceptible to Duress but it's easier to cast for the things you need it often enough

Tolaria West can also get Summoner's Pact and Pact of Negation, making it a little bit easier to win with Hive Mind, which the Amulet decks often play as a secondary win condition. In fact, Tolaria West gets Pacts more often than it does lands.

I've struggled with transmuting tolaria when testing the deck, I'm running the version that won the scg iq

It's likely variance, and perhaps a lack of familiarity with the deck. Prioritize finding Simic Growth Chambers with your Titans. It does take a little bit to get the transmute engine online, but it does provide for a little more consistency and synergy.

I did see one list on top 8 run a single Life from the Loam probably to turn tolaria west into an engine card

But this was months ago

West is already an engine. Primetime trigger -> West and Bounceland -> Transmute the bounced West = Gas

It's a great card that synergizes with the deck in ways Scrying never could.

it can also be tutored for with an attacking prime time and bounced with a karoo land searched at the same time. that has some benefit when trying to get through a difficult board state.
