why doesn't spy network see more modern play

i was just wondering why Spy Network doesn't see more modern play. it looks like an amazing turn one play. you can also base a lot of your strategy off of it, so it seems like a great card... but i don't see almost any modern decks with Spy Network in them. can someone explain why?

It does nothing useful that Gitaxian Probe wouldn't already do, on top of fact it doesn't cantrip, unlike the probe.

Also it's not modern legal.

Granted the deck stacking can be really useful, I missed that part.

It was first printed during Onslaught, which is before the original Mirrodan block, which is the first set of Modern-legal cards. It also hasn't been reprinted since then in a core set or a block.

8th Edition is the first Modern legal set, not Mirrodin.

But also, Spy Network is not card advantage. You play it, get information, and then are down a card, as opposed to Git Probe which cantrips. Not advantage, but not disadvantage like Spy Network.

Also it's just a bad card.
