Probably not, cause it's really slow. In general, you should't even get to turn four when playing affinity.

I think it uses Dispatch rather than Galvanic Blast

No, it really wouldn't, because by the time you play it, most probably you've either lost, will lose no matter what, have won, or will win no matter what.

Not sure on other lists of azorius affinity but I often have 4 mana turn 2, either that or I'm in for a turn 5/6 win as opposed to turn 4

You want to win by turn 4, so probably not. Granted, this is
affinity so I don't know what you're trying to do, but I think Dragon's Claw is likely better anyway.
