Everybody are talking about Splinter Twin and Summer Bloom ban, but I'm mostly sad about Cloud of Faeries ban in Pauper. Do you think the Mono Blue Delver is still good deck now?

As a tron player, I certainly hope not. I think this ban is totally justified, blue is too good as a color in the format.

I was mono blue player and I am hoping to still play that deck, but I have no idea what change in deck right now.

When I first learned about Pauper and started looking for decks to build, I saw a bunch of Blue decks with Cloud of Faeries and thought they must be mistakes. I couldn't believe the card was actually legal.

I'll probably replace my Cloud of Faeries with Faerie Miscreant. Since it is only Mono-U Delver and not the Esper Familiars deck, the only use for Cloud of Faeries was to be able to deploy a threat and still hold up Counterspell. Using Faerie Miscreant means that I'll just have to wait an extra turn before deploying that threat while keeping up counter magic.
Also it has a relevant ability and is still a faerie to fuel Spellstutter Sprite. While the Cloud of Faeries ban certainly hurt, I'm not sure it affects Mono-U Delver that much.

I see now that you are already running Faerie Miscreant. My current build has less creatures and in those slots runs things like Brainstorm, Mana Leak, Daze, and Memory Lapse.
I suppose just dropping the creature count is acceptable. And as an answer to your question, yes, U-Delver is still a very good deck.

I decided that I'm going to add black. 
variant looks pretty powerful, but I'm still missing few cards.

U delver is still probably the #1 deck, although Jeskai Kitty might be better.
Either way, time to break out the Izzet Faeries
