Banned card in Commander?

is banned in Commander. Why is it being released in a Commander product?

Given that WotC has no control over the Commander format's ban list, I'm guessing the card's inclusion in a WotC-made Commander product is just an oversight that anyone hoping to run the deck will need to be aware of. I could be wrong, though.

It's not actually in a precon, right? Isn't it just a set/ Collector booster only card like Lynde, Cheerful Tormentor? Those are printed with the commander set symbol showing they're not in the main set, and with the LotR set specifically; won't be added to the modern format.

I'd say it's a flavor decision to add the card, and do it like this to keep it out of modern, a reprint doesn't change the banlist so that should sort itself out.

plakjekaas It doesn't show up in any of the decklists, so I'm going to assume you're right. It was an okay workaround with Lynde, but having a Commander-banned card be released with a Commander set symbol is very odd to me. I can't offer any better ideas, and I don't know what the "correct" approach would be, but this feels counterintuitive. I expect someone somewhere will try to justify using it based on the set symbol, hopefully out of ignorance instead of malice.

re:set symbol I'm guessing they just wanted to avoid Standard-legaility confusion, but were too lazy to design something separate for the 'Toppers.
