I just realized that the wording on Dictate of the Twin Gods is weird. It says damage dealt to a "permanent or player" is doubled. I wonder if we'll see more cards like Fated Conflagration ?

One thing to notice about all the Dictates is that they are symmetrical. Both players can "benefit" from the Dictate. Giving them Flash allows the player who casts it to benefit first though. Look for the Black and White ones to be something that both have done or could do that is a symmetrical effect, where there is a benefit for the card having Flash.

I could see Dictate of Karametra actually playing better in a Simic build with Prophet of Kruphix . Because the Prophet sees lots of play right?

As JWiley129 said: all the dictates that were spoilered until now have a symmetrical beneficial effect which makes the flash thing better.
Symmetrical Grave Pact and Boon Reflection just doesn't work, since pact would basically be a boardwipe as soon as one creature dies and boon would give the other player a disadvantage.
What I can imagine is the white one being something like:
"At the beginning of each player's upkeep, that player gains X life." (probably around 2).
The black one could be something like:
"At the beginning of each player's upkeep, that player may choose one of his opponents. That opponent sacrifices a creature." Or alternatively "That opponent loses X life."
Might be too powerful though.

Just to reiterate on the disadvantage: you probably put this in a life gain deck, and the chances of a mirror match happening is rather slim. All decks use mana and cards though, and well, damage is usually also there somewhere. Sucks to be a mill deck against the red one I guess ;)

@AnythingGoes I don't think Mogis will be the Black Dictate. I'm pretty sure that he was one of the two gods on Dictate of the Twin Gods . Would be strange for him to show up twice.
I'm guessing that black with follow the B/W god (I forget his name) and do something around re-animate.

How to win on your upkeep with Dictate of the Twin Gods (requires a lot of mana)
Have a Boros Reckoner on the field. Cast Fated Conflagration targeting it. In response, flash in Dictate of the Twin Gods . Conflagration would deal 10 damage to the Reckoner, who would in turn deal 20 damage to your opponent before you even get to your first main phase.

You know acbooster, you could just flash in Dictate of the Twin Gods on their endstep and go Fated Conflagration in your own turn. Will require a lot less mana :P

They're all legit. Perhaps not all standard playable, but certainly EDH. Dictate of Karametra for example, I'm not 100% sure that it'll fit into standard but certainly EDH. I guess Worldspine Wurm though. It's a fun possibility.
I can see the blue one being played by control, just because they need the draw and they can use heir mana a lot more efficiently than most other decks. A 2-drop counterspell deals with a 6-drop creature, and thus the extra card draw is irrelevant for the midrange deck, but a big deal for the control deck. Like - the creature deck might be drawing more but they'll struggle to get many threats out every turn. In comparison the control deck will have little problem countering 2, 3, 4 threats a turn.
