Masters sets are different. Because FoW is the face of legacy (along with Brainstorm and ABUR dual lands), it gets to be a mythic in an eternal masters set.
It has that mythic feel in legacy so in a legacy masters set it gets to be a mythic

Serendipitous_Hummingbird, Force of Will is an automatic 4x inclusion for any deck playing blue and any deck generally designed to consistently win, giving it a common or uncommon feel to me. There is no mythic feeling with such a card because there were no mythics at the time it was printed.
It gets to be mythic in an Eternal Masters set because Wizards is far more interested in the secondary market than in providing for the player base. Likewise, they are more interested in supporting the secondary market than in keeping to their word that utility cards would not be printed as mythics.
I guarantee that the M.S.R.P. and the cards and frequencies will be meticulously weighed against current prices to ensure that anyone buying in will, on average, receive value roughly within 90% of the market value of the original printings because maintenance of the secondary market appears to be a high priority with Wizards.

There are many decks that don't run Force of Will as a 4x that play bule. If you are running 4x Force of Will your deck has to be at least 65% blue, otherwise Force of Will ends up dead in your hand. Examples of decks that are only on 3 Force of Wills or less are Shardless BUG, Infect, ANT and TES, and some BUG Delver variants.

Goy's gonna see a reprint with Lili and Snappy in 2017. No absolute need to reprint those cards here when they can be printed later on. Although the demand for something like Dack is much lower, cards like him can't just be reprinted anywhere. WotC has to look at the impact of what cards they can reprint down the road.

Well, the two reprints of Goyf helped to drive its price down from $200 to $150. An additional reprint could probably knock it to $100 to $130 in MM3.

Reiterate's not really a thing anywhere other than commander. Even there, it's reserved to a very limited number of strategies. The only reason it's even expensive is because of the commander precon releasing Mizzix as a general. The only way I could see it making its way into EMA is if it's shifted to uncommon and the UR archetype proves to be spell-slinging / storm. Even then, I highly doubt it.

New force and wasteland will probably be something like $60 and $40 respectively while their original printings will retain slightly more value. The vine and the angel are more modern-oriented printings. I think wizards would rather print those in MM3.

TheDevicer It would be something that actually sees eternal play, so probably not any of the dual lands on that list. So probably Wintermoon Mesa, Wirewood Lodge, or Zoetic Cavern. Of those, Wirewood Lodge seems the most likely.

Highly doubtful that it's shocks. Shocks are modern cards, and I guess commander, but definitely not Legacy or Vintage cards.

Hmmmm..... good point. Better reason for there not being shocks is that Eternal Masters doesn't need them. They already have the hype, so they'll use the lands to support draft rather than sell packs. Shocks simply don't belong in Eternal Masters. I don't think they'll do the lifelands though. That'd be a letdown.

Reprinting the fetches here would be bad. A high priced limited run would not have the effect on their prices like people would want. The fetches need to be reprinted in a regular set. I feel this is gonna be a let down just like modern masters. WOTC is trying, but they aren't succeeding so far. Also, this set is just gonna make legacy even more expensive, not cheaper. They are just hurting the players, especially new ones.

Let's not forget that as fun as MTG is, WoTC is a business. I just hope they don't turn into one of those online TCG money pits where you "spend ___ and get x4 chance of super rare 5*" where x4 is like 0.004% chance.

EMA isn't really a set to make entry into Legacy easier. It's just that a growing playerbase makes playing any format increasingly harder esp. when its cardpool is being competed with by cube/vintage/edh players. MMA was really similar in that regard.

Reprinting the fetches couldn't be bad. It likely won't happen because this set doesn't need them, and instead be saved for MM2017, but on the other hand they very well could be printed in this set anyway.
Modern Masters wasn't that much of a let-down. MM1 was fantastic since it reprinted a bunch of cards. MM2 was less exciting because it was a lot more draft-oriented than MM1, but still a good set. Eternal Masters will increase the price of cards that aren't printed, but it'll also decrease the price of quite a few as well. It will definitely make the format more accessible because of the increased quantity and availability of cards, even if the prices don't go down too much. Ideally it'll make the format cheaper, but right now the only people who play the format are those that have played the game since the ABURs could still be opened in packs.
In a way, from my point of view, EMA has already been a success. It has increased the awareness for and brought attention to eternal formats, Legacy in particular. For a long time now Legacy has been considered a dead format because Wizards almost stopped supporting it and very few stores have tournaments for it. With EMA, there will hopefully be a lot more Legacy tournaments, and with the cards being printed, people will get into the format. Beginners still won't be able to afford it, but after a few years of playing the game, it will likely be totally reasonable to be able to get into Legacy.
EDIT: One more thing. WOTC has 'no' influence on secondary markets. They do tell the big stores what is going to be printed in the sets ahead of time I think, but they don't directly set prices. If you are pissed about price spikes, blame Channel Fireball, Starcity Games, and people who conduct buyouts. I can't believe I'm actually defending WOTC, but they've earned it as far as I'm concern. Yeah, they screwed up modern, but at least they're doing some good things.

TheInsanelyMadWizard, Time Walk is on the Holy Reserved List of abandoned intellectual property which players should simply feel free to proxy since Wizards apparently wants Vintage to die anyway and has declared that it will never ever make use of that intellectual property ever again because abandoning one's highly desirable intellectual property makes perfect sense somehow. This is especially true when Wizards is more interested in protecting the secondary market than in its primary business of selling newly printed cards.

TheInsanelyMadWizard, so because they're not printing P9 in this set, it's not for you? It's going to be an epic set, regardless of the fact that it's not going to be anything like Vintage Masters (because so many cards in that set were on the reserve list).
If you think about it, there's enough cards that aren't on the reserve list that are extremely desirable, and in real bad need of reprinting. I'm expecting a good number of EDH staples to hit the field in this set, which is enough to make me excited about it.

The issue I see is that the cards that actually need to be reprinted for people to get into these formats, (except EDH), aren't going to be printed. Few cards will really be reprinted.
As has already been mentioned before, EMA will get new people into Vintage and Legacy like MM2 got people into Modern.
Without true staples our best hope is that EDH gets some stuff to use. By looking at the card list for MM2, we can get an idea of how much actual useful stuff EMA will have.

Despite the lack of access to the Reserved list this set still has access to a ton of fantastic legacy cards that are key to archetypes. Show and Tell, Umezawa's Jitte, Jace, the Mindsculptor, Deathrite Shaman, and Rishadan Port are all possibilities at rare or mythic. Cards like Crop Rotation and Cloudpost can be expected at common/uncommon. This is going to be a fun set.

I would say that even if EVERY card in the set is great, I will still not be able to play Legacy or Vintage even if I got a playset of everything there, simply because about 30 cards on the Reserved List are basically necessary staples for the two formats priced in a manner in which demand egregiously outstrips supply. Yes, I can play Robots/Affinity, and I have my own moderately competitive Robots brew. I am about $80 short of finishing Legacy Burn, and there might be some possibility of making Squirrels reasonably competitive, maybe, kind of. That is where it ends for me. Without genuine dual lands, the power nine, etc., my options are extremely limited.
Even if Vintage and Legacy are not dying formats, even if all of the cards in the world being hoarded were distributed to actual players who were going to use them, the physical supply is still far less than demand. The shortage of the following thirty cards is what is bottlenecking the formats and preventing a worldwide explosion of Legacy and Vintage play, along with encouraging numerous proxy dealers in China:

alanwescoat That is exactly what I've been saying. At best this set is useful for Commander players. Get some great cards.
Only about half of the cards you named are Legal for Commander. Of course it still requires people to buy them if they want top tier decks. But Commander will get some good stuff from this set. Possibily not enough to justify the price tag.
