So we were all talking about Master of the Feast and laughing about how Arrest or something would make it a horrible card.
Well...... wizards just did this.
I know it's not the most interesting card but it certainly seems to be slightly relevant given previous conversations. I believe it could be sideboard material, especially as its only 1cmc and is a massive tempo hit to your opponent.
So for me, it's the 1cmc versus 3cmc difference, which means it impacts your tempo a lot less; allowing you to do more in the turn you play it.
The fact that the opponent has to pay 3 is significant because in standard a game will hardly go beyond T7 or T8, which means most of the time the opponent will have to make tricky decisions about how to spend their mana. It gives options - but it's enough of an annoyance to make them think.
Also consider that this is common, so it's not going to see a lot of play at all. It does leave too much choice to your opponent. But I see it being useful from time to time. Eg - against aggro, there's no way they'll want to pay 3 to attack and not play any creatures or burn.

@TitansFTW You would consider this card over the other two because Arrest will rotate out in 5 months and there is no guarantee (though it's hightly likely) that Pacifism will be in m15 so it may rotate out as well. Also if you look Pacifism allows them to use the creatures activated abilities. oppressive rays may not completely shut that down but it does limit how often they can use that ability if they want to have mana to play other cards.

I'm definitely sliding this and new-O-Ring into my Sphere of Safety deck in place of the Pacifism and Arrest that are in there currently.
This card is huge, it's basically turn 1 removal. It's not great later game, because as mentioned, they can get around it, but the tempo swing is really really good. Much better than a Pacifism any day.
Also, Pauper will love this.

You're right, that certainly is interesting. However, I don't really see any reason why you wouldn't run Arrest or Pacifism over this. Ok, this is a decent blow to your opponent's tempo, but they can get around it with enough patience.
