I found an interesting spiel here. He makes several good points throughout about marketing and what we should take from MMA1 and VMA but what is really interesting is what he says in section 4. He recommends that wizards reprint cards that are currently banned but do not break the turn 3 rule and could therefore could foreseeably be unbanned. Specifically he mentions DRS, BBE, Ancestral Vision, and JtMS. Is this possible or would wizards never even consider this?
J,tMS is, and will always be, the most powerful Planeswalker ever printed. I highly doubt he'll ever be reprinted or unbanned. And theres no point in reprinting banned cards.

Wizards has claimed that JtMS will never be in modern, along with green sun, stoneforge, and ponder/preordain.

Reprinting them for MMA2 however, would be interesting. It'll help drive Legacy hype along with modern hype.
HOWEVER! It isn't a good idea, as it'll just be another serious case of hoarding. The banned list is banned list, and putting in cards that have legacy value is just going to get them hoarded.

Well there's also a bit of confusion to it too. If you put banned cards in the product, it may give the wrong impression that the cards are suddenly unbanned or that they have the intention to unban them soon. I'm not sure it's worth the confusion

Not only that, but limited.
Unless you're unbanning them in Limited Format Modern, then they're an awful surprise to open.

Unless they put banned "card" in a spot not taking up any other slots, like a fool but not, and are introduced in a different form of rarity, that way they can be distinguished as banned but still used in formats that it's legal. It'd be neat but never will happen.

They could give it a special rarity like the timeshifted cards.

Like how packs give promotional cards for events or check lists in pack sometimes the rarity or different symbol could be explained there. With that it could interest legacy or edh players. By no means do I mean a standard set but only in special printings.

I think VampireArmy has the best point: having banned cards in the set will be too confusing, especially for newer players who just want to play an exciting format with their friends but don't have much real experience with it. I've seen a couple players at my LGS try to run a Duel Deck for a Standard FNM, and I've heard from a judge friend about someone trying to run the Premium Series: Graveborn deck at a Modern GP. This will happen again for any banned cards in MM-2015, and it will be a huge disappointment for those players when it does.
If there are any currently banned cards that the DCI feels don't need to be banned anymore, they can only be printed in MM-2015 if the release of the set comes with an announcement specifically unbanning them immediately.

Jace, The Mind Sculpter I feel I can safely say should never nor will never be unbanned in Modern, ever.
