...but I'm pretty sure I'm on hallucinogens. I'm having a weird vision in which Wizards just reprinted City of Brass . I don't know why, or what spurred this dream, because it really doens't make any sense... time to go to bed... it's been a long day...
GoldGhost012 Depends on the situation. If your opponent is on 3 life, City of Brass is your only way to make Red and you're at 1 life, you can respond to the trigger on the stack to kill them with Lightning Bolt as state-based actions will check for them loosing before the trigger resolves. Mana Confluence makes that impossible as it's part of the cost.
I'd wager that a situation like that comes up more often than a City of Brass being repeatedly tapped and untapped.

You lose a life, where-as City of Brass can potentially be prevented, this card it's difficult to.

Though in City of Brass case, it can be forced into tapping, where it won't matter with this new land.

Personal Sanctuary for anyone wondering at least one way to avoid the damage from City of Brass . I don't believe there is a way around the life lost from the new land though. But mana confluence is my new favorite art of all time and a great EDH staple for multicolor decks.

I looked at it and got really sad it doesn't deal damage, because damage can be prevented or just become life through 2x Tamanoa . This would get shut down by Angel of Jubilation but then again the odds for that happening are quite low. I like City of Brass better, but that's just an opinion.

I've had a guy take quite lot from War's Toll while City of Brass was on his field. Also, if you give this another ability through Urborg, Tomb of Yawgmoth , then you can bypass the life-loss with this version. Essentially the same though.

It's slightly better since it doesn't deal you damage every time it taps, just every time you want a mana. Small but slightly drastic change.
